Tim Harvey
Chief Executive Officer, USA.NET and Perimeter E-Security
Tim Harvey brings a rich history of experience in the software and managed services industry to Perimeter E-Security and USA.NET. He most recently served as CEO & President of XAware leading provider commercial open source data integration software and services. Tim joined XAware from S1 Corporation (NASDAQ: SONE), a leading global provider of enterprise software and managed services to the financial services industry where as the Senior Vice President for Sales, Marketing and Product Management he had responsibility for all customer facing operations. Prior to S1, Harvey spent six years with SynQuest, a Warburg Pincus funded supplier of Supply Chain management solutions. As President and COO, he helped manage the company's significant growth leading to an IPO in August, 2000 and subsequent merger. Additional experience includes executive and sales management roles with Datalogix (acquired by Oracle 1996) and MSA. Harvey graduated from the University of Florida with a BSBA in Finance and served four years as an officer in the United States Marine Corps.
Richard Dobrow
President/Chief Operating Officer

As Chief Operating Officer of USA.NET and Perimeter, Mr. Dobrow is responsible for all security operations. Prior to Perimeter, Mr. Dobrow co-founded Guarded Networks, a managed security service provider for financial institutions. At Guarded Networks, Mr. Dobrow was responsible for the overall strategic direction and operational management of the company. Prior to Guarded Networks, Mr. Dobrow served as a Practice Leader for leading professional services companies such as Price Waterhouse and Andersen in their technology risk businesses.Over the past ten years, Mr. Dobrow has aided Fortune 500 companies and financial institutions of all sizes build secure network architectures, assess impact of security related events and help to develop corporate-wide information security frameworks. Mr. Dobrow is experienced in regulatory compliance requirements of financial institutions and has been involved in many cases of aiding financial institutions to meet their regulatory compliance requirements by working closely with FDIC, Federal Reserve Bank, OCC, OTS and NCUA examiners.
Mr. Dobrow has obtained license as a Certified Public Accountant (CPA) and a Certified Information Systems Auditor (CISA). Mr. Dobrow currently develops curriculum for information security programs at the university level and is an instructor of Information Security in Florida International University's Masters of Information Systems program.
Kevin Prince
Chief Technology Officer
Named Chief Technology Officer of USA.NET and Perimeter in 2009, Kevin Prince spearheads the company's technology strategy and leads the technical team, in working closely with its customers to manage all of the complexity and compliance requirements of securing information across the enterprise.
With more than 19 years of expertise in Information Technology and 11 years focused on Internet security, Mr. Prince is an evangelist on Internet security topics including network security threats, fraud, identity theft, cyber terrorism and data breaches. Through regular speaking engagements, webinars, whitepapers and blog postings, Mr. Prince is dedicated to educating organizations on how to manage information complexity, meet increasingly stringent compliance and security requirements and mitigate risk. Mr. Prince has trained federal examiners for several years.
Kevin was founder and CEO of Red Cliff Solutions, an Internet security company started in 2000 focused on financial institution security. In 2006, Red Cliff Solutions was acquired by Perimeter E-Security and Mr. Prince assumed the position of Chief Security Officer. Prior to founding Red Cliff Solutions, Mr. Prince was Sr. Network Engineer at Intellispan, a secure remote access company (later acquired by McCloud USA) where he helped develop and roll out a nationwide secure remote access network. Previously, Mr. Prince served as the Senior Network Project Lead at National Computer Systems.
Thomas Neclerio
Chief Information Security Officer

As Chief Information Security Officer for USA.NET and Perimeter, Tom is responsible for the internal security and compliance program as well as the everyday operation of Perimeters' professional services group. Tom's experience in security and regulatory compliance includes over 12 years of aiding individual financial institutions in meeting their regulatory compliance requirements by working closely with FDIC, Federal Reserve Bank, OCC, OTS and NCUA examiners. In addition to helping outside institutions meet their regulatory compliance, Tom continuously interfaces with various industry regulators as part of Perimeter's compliance program.
Before joining Perimeter, Tom was Co-founder and EVP of Security of Guarded Networks, a highly successful MSSP focused on the community financial market that merged with Perimeter in 2004. As EVP for Security, Tom was responsible for the strategic direction behind the managed security and consulting practices for Guarded Networks. Prior to Guarded Networks, Tom was tasked with co-creating Arthur Andersen's Network Security Competence Team. In this role Tom was responsible for managing the daily activities of network security engagements and acting as a technical liaison to senior management of fortune 500 companies.
Tom holds a Bachelor of Science degree in Business Information Systems from University of Florida and an Masters of Business Administration from University of Tampa.
Kurt Heinemann
Chief Marketing Officer
Kurt joined Perimeter in 2008 and brings 20 years of marketing experience in technology and Internet industries to his role as Chief Marketing Officer.
Prior to joining Perimeter, Kurt was the President of the Internet group of Time Warner’s Synapse division driving a 26% increase in revenues. Kurt oversaw new product development and marketing for Walker Digital and Priceline and played a central role in the launch of one of the country's first cable television offerings from a telecommunications company. For the last 20 years Kurt’s experience has included brand and product relaunches, product marketing, direct marketing and public relations efforts to support direct and indirect sales channels.
Mr. Heinemann holds a MBA from University of Connecticut School of Business, and a B.A. in Political Science from Tulane University.
Steve O'Brien
Senior Vice President, Managed Messaging Services
As Vice President of Managed Messaging Services at USA.NET, Steve O'Brien is responsible for the strategy, development and execution of the company's suite of on demand services. Prior to this role O'Brien spent six years as the Sr. Director of Operations responsible for all operational aspects of USA.NET hosted Exchange, Network infrastructure and Security. Previous to USA.NET, O'Brien worked at Qwest Communications where he served as senior manager of production services, senior manager of distributed computing and manager of enterprise services support team. O'Brien is an active member of Microsoft's Technology Adoption Program (TAP), holds Microsoft, Cisco and CheckPoint certifications and has over 15 years of experience managing and architecting large scale Information Technology solutions.
Jason Masten
Vice President, Sales
Jason Masten brings more than 10 years of technology and telecommunications experience to USA.NET, ranging from sales to operations. As Vice President of Sales at USA.NET, he is responsible for the development and execution of the company 's sales strategies and initiatives, including strategic alliances and partner development. Prior to joining USA.NET, Masten served as Vice President of Solution Sales for ICG Communications and had P&L responsibility for all non-standard products, services and solutions. Masten has held senior sales management, account management, and operations roles at Covad Communications, ATT Local Services, and TCG Communications. He holds a bachelor's degree in marketing from Michigan State University.
Victor Silva
Vice President, Client Services
Victor Silva is responsible for Professional Services and Account Management at USA.NET. This covers all aspects of launching customers on USA.NET 's messaging services with a focus on migration and integration services as well as on-going Technical Account Management for USA.NET's direct customer base. Joining the company in 1999, Silva brings over 24 years of experience in technical account management, customer project management, software development, systems architecture and database development. Prior to coming to USA.NET, Silva worked at Oracle as a Senior Principal Consultant, at MCI as a development manager and as a project lead at Hertz, IBM and Cornell University. Silva has been the technical liaison with United Airlines, Farmers Insurance, Realogy and other key customers coordinating messaging services and directly managing migrations from internal services for over 2 million accounts. Silva holds a bachelor 's degree in philosophy from Cornell University.
